Street maintenance

The Urban Environment Department is responsible for the year-round maintenance of streets, roads and other public areas in Kajaani.

The City takes care of preventing slipperiness and clearing snow off streets, roads and bicycle and pedestrian routes that are in public use and under the City’s responsibility. Roadways and bicycle and pedestrian routes are divided into three maintenance categories (I–III) based on their importance for continued traffic flow.

Target schedule for winter maintenance

When maintenance work is underway, snow ploughing will proceed according to the maintenance categories in order of priority from Category I to Category II and finally Category III. The first to be taken care of are bicycle and pedestrian ways (Maintenance Category I), if possible.

Unexpected weather conditions and changes may delay maintenance work.

The snow and slush clearing and gritting of private roads is the responsibility of a road maintenance association or the property owners themselves.

    • A total of some 45 kilometres
    • Major roads are cleared of snow on weekday mornings when there is an average of 3 cm of snow on the road
    • Snow clearing must be done before commuter traffic begins at 07:00
    • If the snowfall ends before midday, main roads are ploughed again on weekdays
    • On weekends and mid-week holidays, the quality standards of Maintenance Category II may be observed on roads belonging to Maintenance Category I
    • A total of some 38 kilometres
    • Feeder roads are cleared of snow on weekday mornings when there is an average of 5 cm of snow on the road and after the roads in Category I have been ploughed
    • Snow clearing must be done after a night’s snowfall by 09:00
    • If the snowfall ends before midday, feeder roads are ploughed again on weekdays
    • On weekends and mid-week holidays, roads belonging to Maintenance Category II are ploughed after those belonging to Maintenance Category I
    • A total of some 120 kilometres
    • Residential roads are cleared of snow on weekday mornings when there is an average of 7 cm of
      snow on the road and after the roads in Category II have been ploughed
    • At the latest, residential roads are ploughed within two weekdays
    • On weekends and mid-week holidays, roads belonging to Maintenance Category III are not ploughed
    • A total of some 78 kilometres
    • Bicycle and pedestrian ways are cleared of snow on weekday mornings when there is an average of 3 cm of snow on them
    • Snow clearing must be done before commuter traffic begins at 07:00
    • If the snowfall ends before midday, bicycle and pedestrian ways are ploughed again on weekdays
    • On weekends and mid-week holidays, the quality standards of Maintenance Category II may be observed on roads belonging to Maintenance Category I
    • A total of some 45 kilometres
    • Bicycle and pedestrian ways are cleared of snow on weekday mornings when there is an average of 4 cm of snow on them
    • On weekday mornings, snow clearing must be done after a night’s snowfall by 09:00
    • If the snowfall ends before midday, bicycle and pedestrian ways are ploughed again on weekdays
    • On weekends and mid-week holidays, roads belonging to Maintenance Category II are ploughed after those belonging to Maintenance Category I
    • A total of some 12 kilometres
    • Bicycle and pedestrian ways and park walkways are cleared of snow on weekday mornings when there is an average of 5 cm of snow on them
    • Snow clearing will take place immediately after bicycle and pedestrian ways belonging to Maintenance Category II have been ploughed, but no later than within two weekdays
    • On weekends and mid-week holidays, lanes and walkways belonging to Maintenance Category III are not ploughed

Accidents in public areas

Usually the organisation that is responsible for maintaining the area in question is liable for any accidents that occur in a public area.

For example, if a road user has an accident on a road network managed by the City and the accident is deemed to be a result of the insufficient maintenance of the road, the road user can seek damages from the City to cover the costs of the accident.
